This 4-year-old is taking his first steps and they were made possibly by a stranger with a generous heart. Luis Tamarez ha cerebral palsy and uses a wheelchair most of the time, then one day a substitute teacher for his class happened to be riding in a cab with a stranger. She told him she wanted to start a fundraiser for Luis to get him an Upsee mobility device, to help him walk. When the stranger heard the cost of the device was $500, he offered to give her the money she needed.
